Then, if you’re talking about society, it’s a stratum or class.

In the case of this street name, it would be something like ‘heights’, as it’s quite hilly round here.

The ‘ozonová vrstva’ would be the ‘ozone layer’, and the ‘vyšší vrstvy’ would be the upper classes.

A thinner layer than a regular ‘vstrva’ would be known as a ‘vrstvička’.
